This problem with web server configuration. Extension's CSS and javascript files can be loaded, 403 HTTP error occurs. Check files permissions and if it doesn't help, contact your hosting support.

PS: For example try to open this or this file into a browser.

I've changed permission, but my menu doesnt inroll. I've choosed horisontal option and have submenu

Set correct permissions for ALL extension's javascript and CSS files. You can find them in <joomla_directory>/modules/mod_ariextmenu/mod_ariextmenu/js/ and <joomla_directory>/modules/mod_ariextmenu/mod_ariextmenu/js/css/ folders.
