Probably access disabled or enabled for specific IP addresses.

For now I deactivated the module, created a custom html module and populated it with the menu-links. Not that nice, but it works.

JA-solutions is not available too. You can contact hosting provider and ask probably access is disable for some IP addresses. You can also check .htaccess file (if you use Apache web server).
