It appears the drop-down menu in IE 7 for some computers are pushing down the content when the menu comes down.

Please take a look at the attached image.

Try to add the following CSS rule:

UL.ux-menu IFRAME
{
position: absolute !important;
}

That seemed to work for the most part. I tried a couple things to remove the border on the iframe with no luck.

It seems this problem with site template styles. You can investigate the problem using IEDevToolbar addon for IE 7 browser.
