That does not appear to be a good approach. why is the top not the same for both?

I made this change and it did not go all the way to the top. But, I'm concerned about this approach which seems like a band-aid approach.

These custom CSS rules are requires due to styles of site template for default menu in selected module position. It is used absolute position for this menu and it is a really bad approach if necessary to use 3rd party menu extensions.

Hi,
I tried all this, just does not work. I copied the code above to position ccs, is that correct?
I would even be happy to have it in position 2, if it would be right under the header image, but there is a space between the image and the menu, looks ugly.

it shows when I put it in position 2, but as I said, with the space between the header image and the menu
