What do you mean " a short period of time in second" ? second is the time or ordinal number?

"Delay between attempt" parameter accepts integer values.

"ARI Quiz" v. 3.5.0 will be ready within 2 weeks.

"Delay between attempts" is a minimum period of time in seconds after which an user can take the quiz again. This information is available here and as tooltip for the parameter on quiz settings page.
