If you want to calculate a variable outside the plugin, you can use DirectPHP or similar Joomla! extension.

I know that, so how can I actually pass that variable into the offset tag? That's my question.

What is the syntax?

Because simply declaring the variable with DirectPHP then feeding it to the plugin as: offset="$variable" doesn't work.

Generate plugin code in PHP code which will be executed with help of DirectPHP (or similar extension).
