Hello!
1) The scroll-offset seems to have no influence on the scrollposition. It currently is set to 200. I also tried entering it with a unit (px).
The Quiz is set to Multipage with 1 Question per Page. But it also doesn't scroll as expected when I uncheck MUltipage
2) Once it works, how can I adjust the off-set for smallerscreen sizes?

Hello,
1. Could you provide a link to a page where the problem occurs?
2. It is not possible to use different absolute values depends on screen size for scroll offset, but this parameter can be depend on size of an element (usually with fixed position). In this case if this element will have different height on different screen size, scroll offset will also be different.

Try to set "Scroll offset" parameter to -110 or to #masthead value.

Hello!
Thank you for your help!
I set the value to #masthead and on a bigger browser site (eg 1680 x 945) it works as expected.
It also works fine on all screen sizes when a new Question is shown.
But there is a problem with where it scrolls after an answer is chosen:
On the bigger screen, the answers themselves are still visible, so you get the visual feedback of right and wrong (green and red bg). This is the desired behavior.
However, on smaller sizes (eg 1280x646 and smaller), it scrolls up to high, to the Wrong/Right +Explanation part. So you can read the answer, but unless the user scrolls back manually, they don't see the answers themselves marked green or red. However that information is important.
I hope I explain it right, you can test it on the link I send you the email.

The plugin is working in this way. It scrolls to explanation area after user's answer and explanation is shown at the top of the page.
